Motivation

After my class had an alert saying "RU-ALERT: Police are investigating an incident at 3rd & Cooper Street, Camden Campus. Please avoid the area until further notice."

This message from RU police has made me think, research the pain points of the users.

If the student feels unsafe to go anyplace at a certain distance around Camden the student can connect through the app and can share his location with friends, RU police and Rutgers staff. So the other users whom he shared can trace his location. If he feels unsafe, the student can choose emergency and then they have two options to either call or chat.
